Geneva Digitizes Archives Faster Than Peers, Yet Critical Gaps Persist

Geneva's municipal digital services unit quietly completed the first full audit of its public image archive in March 2026, identifying more than 14,000 duplicate or corrupted files across the city's online planning portal and official communications database. The finding triggered an accelerated cleanup program that is now being watched by urban administrators in several European capitals.
The timing matters. Cities worldwide have expanded their digital footprints rapidly since 2020, piling photographs, maps, planning documents and promotional material into content management systems without consistent deduplication protocols. The result, across dozens of municipalities, is bloated databases that slow public-facing services, inflate storage costs and, in worst cases, push outdated or misleading images into live planning applications and heritage records.
What Geneva Is Actually Doing
The city's Information Technology and Digital Transition Department, known locally by its French acronym DSIN, launched its Projet Image Propre in January 2026 with a CHF 380,000 budget drawn from the 2025-2026 municipal technology envelope. The program uses a combination of perceptual hashing software and manual editorial review to flag near-duplicate files before they are permanently removed. A three-person review committee, based at the Palais Eynard on rue de l'Hôtel-de-Ville, must approve each batch deletion.
The caution is deliberate. Geneva's Ville de Genève archives hold photographs dating to the late 19th century, and administrators were stung in 2023 when a semi-automated cleanup tool in the urban planning directorate mistakenly flagged a series of 1930s images of the Plainpalais neighbourhood as duplicates of modern photographs with similar colour profiles. The files were quarantined rather than deleted, but the episode hardened internal policy against fully automated removal.
By contrast, the city of Amsterdam completed a comparable deduplication exercise across its Gemeente Amsterdam digital infrastructure in late 2024 using a largely automated pipeline, cutting its media asset library from roughly 2.3 million files to just under 1.6 million in eight months. Amsterdam officials cited a 22 percent reduction in server costs in subsequent budget reporting. Geneva's more cautious model is projected to take until December 2026 to reach an equivalent scale of reduction.
How Other Cities Compare
The gap is not simply one of speed. Vienna's Stadtarchiv, which manages one of Central Europe's largest municipal photograph collections, began a deduplication initiative in 2022 with support from the Austrian Federal Monuments Office. By prioritising heritage material on the Ringstrasse and the first district, Vienna protected historically significant files from algorithmic error while still clearing redundant press-release imagery from its civic communications database. That phased geography-first model is now cited as a reference point by the Geneva team.
Nairobi's City Hall began a comparable digital records initiative in early 2025 under a partnership with the UN-Habitat Urban Data Programme, targeting land-registry images and infrastructure photographs. Progress has been slower, constrained by inconsistent metadata standards and connectivity costs, but the project has produced a publicly available deduplication protocol document that DSIN staff in Geneva accessed when drafting their own operational guidelines.
London's 33 borough councils present a fragmented picture. Several, including Lambeth and Islington, have adopted centralised image governance tools since 2024 under a Greater London Authority digital standards framework, but no boroughs had completed a full deduplication audit as of the most recent GLA progress report published in April 2026.
Geneva's edge, according to documents published by DSIN, is the integration of its image cleanup with a broader metadata standardisation project tied to the city's open-data portal at ge.ch. Every retained file is being tagged with geolocation data, a subject classification from the Swiss Federal Archive taxonomy, and a rights-clearance status. That means the cleaned archive will be structurally richer, not just smaller.
For residents and businesses navigating the city's online planning tools, including the permit application portal used by developers building in the Praille-Acacias-Vernets regeneration zone, the practical benefit is faster page loads and fewer instances of outdated site photographs appearing alongside current regulatory documents. DSIN expects the portal to reflect the cleaned archive from October 2026 onward.
